Cabinet approves social security bill

Doha: Prime Minister and Interior Minister Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the regular cabinet meeting on Wednesday from his seat in Amiri Diwan.
After the meeting, Minister of State for Cabinet Affairs, HE Mohammed bin Abdullah Al Sulaiti, issued the following statement:
At the beginning of the meeting, the cabinet praised the results of the talks between HH Amir Sheikh Tamim bin Hamad Al-Thani and HM Sultan Haitham bin Tariq of the Sultanate of Oman, which took place in the context of H.M. Sultan’s state visit to Doha. Nov 22-23.
After that, the government considered the following topics on the agenda:
First – The cabinet approved the following two bills and referred them to the Shura Council, in accordance with the provisions of the constitution:
A – The social security bill.
B – The Military Retirement Bill.
The preparation of the two bills comes in implementation of the lofty directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani to establish an effective system of social protection for all Qataris to face the burdens of life, to fulfill the aspirations of retirees and to provide them with a decent life.
The two draft laws aimed to improve the social protection of the Qatari citizen to ensure a decent life for him and his family through the development of a comprehensive scheme of pensioners’ rights.
The most prominent provisions in the two bills are the following:
1- Extension of the scope of insurance coverage to all citizens working in the public and private sectors.
2- The minimum pension may not be lower than QR15,000.
3- Adding up the housing allowance as an allowance to be included in the premium account (the base salary, social allowance, housing allowance), and adding the specialization allowance for the armed forces.
4- Award of a reward to the pensioner whose period of service exceeds 30 years, in accordance with the rules established by the two bills.
5- Allowing the retiree to combine the pension with the salary of the job, in the case of working in the private sector.
6- Allowing a person whose period of service has ended and who does not meet the conditions for entitlement to a pension, to be able to purchase a nominal period of service to be added to his actual years of service in order to be entitled to a pension, in accordance with the established rules by the two bills.
7- Exclusion of the insured woman from the reduction of the pension in the event of dismissal, if the dismissal was due to the care of one or more children with disabilities, in accordance with the regulations established by the two bills.
8- Calculation of the pension of the insured in the private sector based on the average salary of the last three years, in order to guarantee the highest average of the calculation.
9- Increase in the percentage of the widow’s share to 100 percent of the pension in the event that there are no other beneficiaries of the pension.
10- Permissibility of granting a periodic pension increase by cabinet decision.
11- Permissibility of granting loans to pensioners in accordance with the requirements of the two bills.
Second – Take the necessary measures to ratify:
1- A Memorandum of Understanding for cooperation in the field of sports between the Government of the State of Qatar and the Government of the Republic of Ghana.
2- A Memorandum of Understanding for Youth Cooperation between the Government of the State of Qatar and the Government of the Republic of Ghana.
