I've yet to see a Marksman guarding a leader or roaming a fort. Maybe because I'm in "low level" areas. I just keep triggering conquest battles and killing the one Marksman hanging out in the Athenian camp.

The way you tell a Marksmen from a regular archer is that the Marksmen are wearing hoods/cowls (kinda-sorta look like a blue Assassin with a bow). They're not some guy in a derpy helmet holding a bow. For best results: I'd suggest assaulting Athenian fortresses.
